I noticed there's a setting named "Common Cartridge HTML File to Page Conversion". But I don't understand what's the meaning.
I have tried to import a HTML file or import a zip file which contains a HTML file. However, both of them were failed.
I just wonder if it's because the environment I'm using doesn't have this feature, or if I was doing something wrong.

I do not see that Feature Option listed on this page of available Feature Options:

I wonder if your school somehow added an additional, unique Feature Option to this list? You might want to have a conversation with their Canvas administrator or someone from their Online Learning / eLearning / Distance Learning team to see if you can learn more about this.
I may be totally wrong on this as well, and maybe what you're showing is a Canvas Feature Option, but I am not seeing it on the linked document that I provided to you.

The option you're describing is not available on the hosted version of Canvas, so I'm guessing you're using the open-source version and running it locally?
The setting is specifically referring to content that is imported in Common Cartridge format, not just stand-alone HTML files in zip files. Common Cartridge is an IMS format that is commonly used to transfer course content between LMS instances. Standard Canvas course export files are saved in Common Cartridge format, which is why they have a ".imscc" extension.

Yes, as you said, I am using the OSS version.
But to be honest, I still don't understand how to test this feature. 😞 (We are currently testing each feature to see if it can be enabled normally)

I would try creating a course that had HTML files in the Files area, then doing a course export to generate a Common Cartridge (IMSCC) file, then import the IMSCC file into a course with that option checked to see if if creates pages from the HTML files?
I learned a while ago that our sister campus has this option available in their instance, which is Instructure-hosted, while we do not. I think it's something that a Customer Success Manager or Implementation Manager can enable in scenarios where it makes sense.
From my understanding, some LMSes encourage users to upload or create HTML files for content. In Canvas, Pages generally provide that functionality in a slightly more controlled way. This flag would automatically convert those HTML files into Page content, making migrating to Canvas an easier experience for the teachers by setting things up in an optimal way from the start.
