What's the "Include students in global surveys" at Admin's Setting

I notice there's a setting named "Include students in global surveys" at Admin's Setting.

But even I turn it on, there's nothing happened and I don't know what's the expected result when I enable it.

I searched the key word in Community but it seems no one had asked before.

Does anybody know what the setting's meaning, and what will happen if I enable it?

Can you describe exactly where you are seeing this setting?  I'm not seeing a setting like the one you are describing in my admin settings, but I may not be looking in the right place....

It can be seen at "Admin>>Settings>>Settings" as the picture of attachment.

BTW I'm using the OSS environment.

Thanks for the clarification, and the screenshot.

That appears to be a setting that is only present on the open-source version, I'm afraid.  It does not appear in the hosted version.
