Originally the course copy interface had all content selected by default and it was awful.
Faculty would accidentally not change it to select content and get a full course copy at the worst times.
At some point it was changed, so neither all/pick items were selected by default.
The recent interface change again reverted back to having the "all content" selection by default.
Can we just not?
I can't think of a single good reason this behavior exists again and many reasons why it shouldn't.

Thanks for sharing your feedback! Typically the best course of action to suggest a change to an Instructure product is to create a feature idea. Our Product team uses ideas shared there and other places, like focus groups, to learn users' pain points and prioritize projects.
However, in a quick search through our current ideas, I found an idea that seems to capture what you'd mentioned: [Course Import/Export] Don't make the default response to importing course content to import all cou.... If that covers what you were wanting to suggest to Product, great! If you don't think that covers everything or if you have additional ideas to share, you can create a new feature idea.

Yes, we have seen recent copies where the instructor did not mean to import all the content. Cleaning that up takes lots of time. My wish would be something to slow us down to think and understand the meaning of 'all content'. Certainly not having all content selected by default would help but I'd like to ask for something more. For example, the ability to fully disable instructor access to the 'all content' option. If not that then perhaps a pop-up or message such as 'Are you certain you wish to import all course content?'
