How do I change the settings to not have the attached image page load when clicking on literally anything. Why can't the tab containing the item I need just load and leave the original page the way it is? It would make navigation a lot easier instead of needing to navigate back the module page that shouldn't have changed in the first place.

You would need to find at least one of the module items and edit it to see how it is configured.
If it is configured to "Load in a new tab", unless there is a permission/settings preventing you from doing it, you can uncheck the option and click on the "Update" button.
If every item is like that, you would need to consult with your institution and make a recommendation that they change it.

In my experience with Canvas, a message like that appears in one of two (technically the reason is similar) situations:
Do either of those relate to how your course is designed?

It is all pre-made courses from my district. I'm not sure how it is set up. Is there a way for that not to open and just open the resource instead while leaving the original module page.

Something else that comes to mind is that pop-ups might be blocking the destination from loading/opening automatically.
