can I share a class if the add user button is not valid
My +people button is inactive and I have no idea why. Any suggestions? I need to share the content with another teacher but it won't let me add them to it

You have to make sure that the course is active. On the settings navigation link, look at the availability dates of the course. If the current date is outside of the range, you will need to change them so that they represent the current dates. I don't think the course needs to be published, but If the dates are valid, and you still can't add then publish the course and try again.
If all of the above is already true, I would contact your canvas administrators at your institution to find out why you cannot add people to a course. I am not an admin, so I do not know if it is possible for them to turn of the +people feature on courses at your institution.

At my community college, I must request permission to add another instructor to my class, and thar instructor has the role of Designer.
The primary concern is student privacy. If the other instructor comes into the class as an Instructor, then he or she would be able to see the students' grades.
The Designer role allows the other instructor access to content, which is all that is needed here.

To echo what @SusanNiemeyer has brought up, we have a process for this at my institution too. We really want to limit the enrollments in official courses to those with official roles in the course. For content charing among teachers/faculty, we usually create what we call a "work in progress" course and the people looking to collaborate into that site. The person who has the content can import whatever they're willing into that work in progress course, then the other person can go to their official course and import from the work in progress. This is mostly done with student/data privacy and copyright in mind.

It is a shell class so no student info is contained in the course. It was never an active course, just an outline that I could copy from or import into new summer school courses or credit recovery courses.
And, I will have to see about this designer feature and if we have it for our classes. Thank you!!

If your colleague just needs a few items, you can "send" those items without adding him or her to your course. It's very easy to "send" content.

She was looking for my quizzes that were in my class so if the dates options doesn't work, I may try to just send the quizzes.
