don't see moderate or area to allow an extra attempt for a quiz

I don't see the same options that are given as answers to allow students to take an extra attempt...

I am not sure which version of the quizzing interface you are using (Classic Quizzes or New Quizzes), but here are the Guides you'd want to look at:

I use Classic Quizzes, and it's important to "publish" the quiz in order to set up an extra attempt or extra time for a student. If your quiz is still unpublished, you won't be able to set up accommodations.
