how do I change my student to not observing so he can submit work

@NolanAustin Is the student currently in the course utilizing the Observer role? If so, if your institution's permissions permit you should be able to:

1. Click People in the course navigation menu.
2. Click the three dots to the far right of the student's name.
3. Select Edit Role.
4. Change the role in the dropdwon and click the Update button.

As @james_whalley said, this would only be possible if your institution's permissions let you. The steps to do this can be found in the  How do I edit user roles in a course? - Instructure Community - 748  support article.
