how do you get PDF files to open with the download and close options available

Greetings:
I have several classes going and have run into an anomaly. I have a number of PDF files downloaded into the course. Sometimes when I post links to these files they open in a window on the same page as the link, and at the top (right side) they have a "download" option and a "close" option.
Other times when I establish a link the PDF files opens in a new tap without the above mentioned options.
How do I control this. I prefer the that they open on the same page (students don't need to close a tab),but sometimes I would like them in a different tab. What is the control mechanism?

I'm not sure if this is what you and your students are seeing, but it might be close... There is a way to preview documents you have loaded to your course in an overlay view or you can preview them inline. There are two similar Guides that I'll provide which shows you how you can configure this:
