Only way I know to do it would be a 2/3 step circular process. first, go to a different course and import content from the course that has the rubric, be sure to select the option for select content. Then select the rubric you want to copy. after the import change the name of the rubric. Now go to the original course and import content from the other course once again selecting the content to import and select the renamed rubric.

found the following which lists a method I had thought of, but I could not remember if it created a new rubric with the new name or not.

I checked out the method suggested, and it changes the name of the rubric, so there is still only one rubric
