"Annotations are not available for this document"

I use the annotation tools. Just this week, all of a sudden, I am no longer able to add annotations to ".txt" submissions. Instead, I get the error message: "Annotations are not available for this document." 

Is this an intended change in functionality or a bug? I need to know if I need to make adjustments to my process if this support is being removed.

I would like to add that I have used the Annotation Tools for .java source code files which are also plain text files.  That capability is now gone all of a sudden. I don't get an error.  Instead a link to the file now appears in the display area of the window.

I've also had this problem but it seems to be random when it appears because sometimes it works.
