I use the annotation tools. Just this week, all of a sudden, I am no longer able to add annotations to ".txt" submissions. Instead, I get the error message: "Annotations are not available for this document." 

Is this an intended change in functionality or a bug? I need to know if I need to make adjustments to my process if this support is being removed.
