submission comments - loss of older comments

So something new, it seems, that I can only see comments on the CURRENT submission. That is so not helpful. I need to see all my prior comments - without adding more steps to my already overburdened day. If someone else wants to change how THEY see those comments then they should have an option to turn it off. But there was nothing wrong with being able to see my prior comments. But how do I see those older comments from the assignment window.
Now - I also do not know what the student sees. Do they see only the most current comments - really not helpful.
I looked for post about this in the community and it did not seem to address this as letting us continue to see these older comments.
I have that ability at one campus (that show me all my comments) and at another I can only see comments "on the current attempt"
