Transcripts not being created when using the YouTube Migration Tool

We are utilizing the YouTube Migration Tool in our production environment to bring all of our existing youtube content into Studio to avoid youtube ads. The migration tool is working, and captions are being carried over. However, it is not generating transcripts. How can transcripts be enabled please?

I'm not entirely sure of an answer for you on this question since the migration tool is still quite new.  However, I'm going to tag @AkosFarago in my response, and he should be able to help address your question.  (Akos, I didn't see this addressed in your FAQs document, but maybe this is something to add?)

@BridgetPizzo we are not downloading/storing captions from YouTube (that would violate their Terms of Use), just display them. The transcript option is an implementation on our side where we convert SRT/VTT captions into a purely text-based transcript.
