The Points field does not allow users to type in decimal points

When editing rubrics, the Points field does not allow users to type in decimal points [.] However, as a workaround, it does allow users to paste values, which can include decimal points.

Classic Rubrics with decimal points are converted into Redesigned Rubrics without issue.
