[Admin Tools] Impact SSO

Problem statement:

To add SSO support to the Impact Admin Dashboard. At this time, Impact accounts are created and users are invited manually. At the institution, we would prefer to manage authentication via our SSO which also supports 2FA.

Proposed solution:

Add support to configure SSO (preferably CAS or SAML). This will help the institution allow/grant access to application systems and automatically restrict access (based on account attributes).
