[Campaigns] Campaigns based on student success triggers

Problem statement:

We would like to be able to use activity triggers for a campaign. For example, if a student has missed two or more due dates they would be added to the campaign automatically. This would provide a more dynamic intervention than the standard of pulling a list, which has inherent delays.

Proposed solution:

The ability to create custom groups around some activity trigger. This helps target messaging for a quickly changing audience.
