Engineers are currently investigating the issue.
When downloading an RCE webcam recording from the course files, it is an extremely small file that doesn't contain the video.
Instead it should download the full recording.
No workaround exists at this time.
Prerequisite: A course
Navigate to a page edit view, and in the RCE select to make a new webcam recording.
After making the recording and saving, navigate to the course Uploaded Media folder under files.
Attempt to use the download option on the recording and play it from the computer.
Notice that the file fails to play and the size of the recording is only a few kibabytes.
