If an assignment is set to allow a limited number of attempts and then changed to unlimited afterwards, the button to reassign the assignment to students who have submitted in Speedgrader isn't clickable and displays the "Student has met maximum allowed attempts" tooltip.
When an assignment allows an unlimited number of attempts, the reassign button should be clickable as long as the student has submitted to the assignment, a comment has been made since the submission, and the reassign button hasn't already been used for the most recent submission.
Change the allowed attempts back to Limited.
Steps to Reproduce
Pre-requisite: Course with a student enrolled.
Create an assignment with the submission type set to "Online" allowing at least one submission entry option.
Set "Allowed Attempts" to Limited (number of attempts doesn't matter) and add a due date so the reassign button will be present in Speedgrader after the student's submission, then save the assignment.
Edit the assignment again and change "Allowed Attempts" to Unlimited, then save the assignment again.
Masquerade as the student in the course and submit to the assignment.
Navigate to Speedgrader for the student and notice that the "Reassign Assignment" button is greyed out and when hovered over, the "Student has met maximum allowed attempts" tooltip displays.
