This behavior has been resolved and deployed to the production environment in version 8.1.
For students/teachers enrolled cross-shard in courses, images will show a broken icon when they are not logged in to the instance the course is hosted in.
Users with cross-shard enrollments should see images in courses.
No workaround exists at this time.
Prerequisites: Published course, and 2 instances where you can enroll a user cross-shard
Create a user in instance A, and a course in instance B.
In your course, add some images to an assignment or page.
Enroll your user from instance A in to your instance B course.
With the app, login with your user to instance A, go to the course, and navigate to where the images are.
