In "New Quizzes" the buttons "Back" and "Submit" are on top of the page, this seems inconsistent

Dear community,

While taking a test in "New Quizzes" you can use buttons "Return" or "Submit". These buttons are at the top of the page while elsewhere in Canvas this navigation is at the bottom of the page, which is confusing for the user.

What is the idea behind this and can it be adjusted?

@TonnieStap - Thanks for posting these thoughts! Looking at the student experience of taking a new quiz, I see what you mean - Return and Submit are up top, but then I do see that Submit is also at the bottom/end/after the last question. That seems most useful.

But why is Return not also at the bottom? It might be that it's confusing for students to have two choices at the end of the quiz so just having Submit helps them to know what to do. Personally, I think "Return" should be "Cancel" or "Exit" for even more clarity.
