We do not have New Quizzes on by default in our account. Instructors can turn this on in individual courses - but when they do, "Item Banks" does not show up on the left side navigation as shown in Canvas's own help documentation. I contacted support and they say until we turn New Quizzes on at the Account Level (not just unlocked), no instructor using it will see "Item Banks" on the left side navigation of their course.
Is this an oversight that could be corrected? We might be years from making New Quizzes the only option on our server. It seems if an instructor is committed enough to turn on New Quizzes and try it in a course they should see "Item Banks" on the navigation of that course and be able to use the tool as it is intended.
