I am an instructor, and when I try to "Build" an existing quiz, I am sent to the class homepage with a popup at the top of the screen saying "couldn't find valid settings for this link".
I have tried pressing "Build" from the quizzes page and from the modules page. All "Build" links (that I know of) lead back to the homepage with the popup.

Are you by chance trying to edit a quiz that you imported into a course from an existing course? Are you attempting this in a paid account or on Free for Teacher?
I wonder if the course you're attempting to build this quiz in doesn't support NQ, and it can't find the LTI configuration for NQ to allow you to edit it.
I honestly don't remember if this is an imported quiz or not. I am using a paid account.
Can you create a new New Quiz and build that one, or do you get the same error?
Given that it's a paid account, you technically should have access to New Quizzes, but they can be enabled/disabled by an Admin, so @NoahBoswell's point could still be applicable - trying to create a New Quiz would rule that out.
I tried disabling New Quizzes in my own course setting (I'm a mere faculty, so can't test Admin settings), and while it disabled the creation of a new New Quiz, it still allowed me to build an existing New Quiz, so that's the opposite of your issue. But Admin settings probably works differently.
I tried creating a new quiz, but the build button was missing entirely. That is a different problem.
I also tried duplicating the quiz to see if that would allow the build button to work. I got the same error message on the home page.
If there was no build button in the new quiz you created, then it was probably not a new New Quiz, but a new Classic Quiz.
Check whether New Quizzes are enabled in your Canvas settings.
First check your own course: Go to "Settings" on the side menu, then "Feature Options". Do you see a "New Quizzes" option? If so, is it enabled or not?
I'm having this same problem. But strangely and suddenly out of nowhere. My students did the quiz on Monday, Aug 25. A few students were absent. When one of them tried at 9a. on Tuesday Sep 2, he was able to complete it. Then, at about noon, another student tried it and was blocked access. Now, I have the same issue. I cannot edit, grade, or even see a "New Quiz" at all. It's like they don't exist in my course any longer. The three upcoming quizzes that were already built in the tool a few weeks ago are now inaccessible in any way. I've tried to use my own course settings as well as have our IT team enable New Quizzes at the root level. I have been using New Quizzes for over 4 years with no issue, including this fall. However, they are now gone. If I click the "build" button on an existing quiz, it gives me the settings error message of the original poster. If I make a new quiz, it is only allowing the Classic version. Is there a way to recover access to New Quizzes?
