Why designer role can’t build New Quizzes and can't edit Item Banks shared with course ?

Hi.

Why designer role or roles based on it can't build New Quizzes or can't edit Item Banks shared with courses ? In classic quizzes, this role can perform these tasks, but I don't understand why it can't in New Quizzes.
