That is correct, free-for-teacher Canvas does have some limits compared to a full paid Canvas instance, and New Quizzes is one of those things not available in the free-for-teacher version.  For a complete list of differences between a paid and free-for-teacher Canvas, please see the Canvas Account Comparison - Instructure Community - 387052 document.
