In re-reading your question, I sort of assumed by "copy a rubric" you meant that you'd like to make a copy of a rubric in the same course. If that's not the case, you can still copy a rubric from one course to another. You just wouldn't select the same course that you were currently in (as I had assumed in step #4 above). Most of the other steps would generally remain the same.
Example: You have two courses, A and B. You want to copy a rubric from course A to course B. Log in to course B, follow steps 1-4 above, but instead of selecting course B in step #4, select course A. The rest of the steps should remain the same.
Sorry for any confusion, but I hope this helps as well.
Something else you could do is use this - Importing Rubrics from a Spreadsheet - to create your rubric and then you can make as many copies as you want!
And, if you are wanting to copy a rubric from within the same course you can also do the following which is quick and easy -
By doing this, you essentially use one rubric to create a new one. When you go back to your list of rubrics, you should see the new version of the rubric listed.
This also seems similar to what is discussed on this guide - How do I add a rubric to an assignment? (scroll to the bottom where it says "Copy Rubric").
