When I try to add an instructor to my course under "people" it says that she has been added. She does not have access to the course. Can anyone help? Thanks!!

I would also have the teacher check her all courses list as it may (for many reasons) not have populated her dashboard. If the People tab is showing she's in the course and not listed as pending, that would be my next step. Or ask if you can masquerade as her/him and see what they see.
Rebecca, greetings! When you look at your people list does it say "Pending" next to the person's name? If so, then they need to accept the course invitation in order to be able to access the course. You can resend the invitation if the person no longer has it. If it's showing that the person has access to the course then the Person should try looking for the course under the Course - View all Courses link - to see if the course shows up there. Also, do other students have access to the course? If they don't, then you might want to check to see if the course is Published and when the course start date is set to.

I will try to help you, but there are a lot of variables here, so I will start with a quick question: Is this a Free for Teachers course, or a hosted full Canvas account?
If a full account, have you verified that you have used the correct ID for the teacher you are trying to add? What type of ID does your system use - email address, SIS ID, something else? This is the first place that something can easily go wrong. firstname.lastname@example.org is very different from email@example.com; Id numbers are easy to transpose, and users can have multiple accounts in a Canvas account. They are not supposed to, but sometimes it happens.
When manually enrolling a user, there is a checkpoint as the second screen in the process - you enter the ID, click "Next" and Canvas displays that user's name - is it the correct name?
When a user is manually enrolled in a course, Canvas sends that user an email invitation and also posts that invite on the user's Canvas Dashboard, and the home page of the course. Has the intended instructor received those invitations? Have they accepted those invitations?
After manually adding a new user to a course, the People list in the course will display "Pending" until that users has accepted the invitation. Is your invitation still pending? This and the last check are indicators that the wrong user might have been enrolled, because the correct user did not get an invitation to accept.
Check these things, and let us know what you find out.
You may also want to submit a Canvas Support ticket after verifying that you have done every thing correct.
