Can you provide us with a screen shot (minus any student identifying data) of what you are seeing? Typically, a check or x is a complete/incomplete assignment grading type.

In this assignment, I'm able to directly access Speedgrader to reference the assignment.

From the guide for the New Gradebook, the "X" indicates an incomplete assignment - so that assignment in your example has the "Display Grade As" field set to Complete/Incomplete. See How do I use the icons and colors in the Gradebook?

But here is an assignment that was submitted, and I can't go directly to the speedgrader from it. It just gives me the option to mark it complete/incomplete (which I want as well). Why can't I link directly to the student's submission?

Thanks, but I still can't get to the speedgrader from most of the assignments. It seems that most of the complete/incomplete assignments won't link to speedgrader. These assignments don't have an "Open Grade Detail Tray" - they just allow me to mark them complete/incomplete (but not actually take me to the assignment).
I am not sure if this is what you're experiencing, but it sounds like it and matches your pictures.
I also have a lot of complete/incomplete assignments right now (later that changes, but it's still early in the semester). I went into my gradebook and every one of them had the ability to open the grade detail.
This is true for those who had the assignment graded as complete,
those marked as incomplete
and those who hadn't submitted an assignment.
Then I narrowed my column.
Now there's no option to open the grade detail.
Actually there is, but it's hidden due to the overflow of the column.
Most columns are set to hide the overflow so they don't run from one column into the next. Here's the CSS used for the entries.
If I disable the overflow: hidden; CSS and try to open the item, I now get my open grade detail tray icon, but it's in the next column over.
Try dragging your column wider and see if that fixes the issue of the missing grade detail button.
