[Admin Tools] Override Course Language Settings for Admins

It should be possible for an admin to view any course in the account level language instead of the course level language. I had to try and troubleshoot an issue in a French class today and it was no bueno because I do not know French. Some things were identifiable, but it needs to be absolutely clear for an admin what navigation is what and what settings are what.

I think this could be really helpful, possibly also as an option to enable at an account or subaccount level for instructional designers in courses.

Perhaps it could be a button available somewhere near the top of the screen like "Override Language Display", with access to it controlled by a role permission.
