[Assignments] Ability to Download ALL Student Submissions Including from Previous Attempts

Problem statement:

When downloading student submissions, ONLY the recently submitted file will be downloaded.

Proposed solution:

Allow the ability to download student submissions including submissions from previous attempts.

Problem statement:

On speedgrader there is an option to download results per student. On instances all student results are needed, there is a lot of manual work needed to be done to export and properly name the export pdf

Proposed solution:

have an export all button that outputs a zip file
