[Assignments] Display Due Date before Available Until Date in Assignment Index

Problem statement:

Viewing the Upcoming Assignments listing in the assignments index, students and TAs see the Available Until date BEFORE they see the Due Date, and that has created some confusion when they glance through that list. The most important date for them to see, first, is the Due Date.

Proposed solution:

Switch the order that these dates appear in the assignment index so that Due Date comes first, then Available Until date.
