[Commons] Make image for resource thumbnail optional

Problem statement:

Currently the thumbnail for images is required for an instructor to post an asset to Canvas Commons. I acknowledge this requirement ensures that scrolling through content within Commons look visually appealing. The difficulty is that the requirement is creating barrier and making the sharing process slightly more time consuming and discourages faculty from sharing. The issue was less frustrating when the Flickr integration was in place and users could simply find a harmless image quickly.

Proposed solution:

Ideally, Admins could control, at least on an institution level, if that field is required when submitting a resource. A toggle switch on the Admin settings page which makes the image thumbnail an optional or required field. If no image is selected, a default image is used instead.

We've recently released placeholder images for Commons content - so you don't have to pick a thumbnail image.
