[Courses] Ability to search published parts of a course from one central location

Problem statement:

There doesn't appear to be the ability to search for content within the published parts of a course, that students have access to, from one central location. The 2 search function options within Discussions is only available to Discussions. The "Files" page isn't generally made available to students.

Proposed solution:

The ability to search the published parts of a course, as student or non-faculty/Teacher/TA role, from one central location to locate content within pages, modules, assignments, etc. This could greatly aid students in navigating course content and resources.
