[Credentials/Badges] Visibility Eye Icon in Issuer Badges View

Problem statement:

Issuers cannot quickly see which badges are visible or hidden, from the badge list.

Proposed solution:

Add the visibility icon to the "badgr.com/issuers/.../badges/" table.
