[Gradebook] Add a Grade between Complete and Incomplete on the Grading Scale

Problem statement:

We have instructors who would like to have an option of "In Progress" in between the Complete and Incomplete options when using this grading scale. This would help indicate for them that the student is actually working on completing the item but has not yet finished it.

Proposed solution:

Add another option of "In Progress" to the Complete/Incomplete grading scale so that instructors could mark progress being made on an assignment.
