[Gradebook] What if grading for instructors

Currently instructors cannot create hypothetical scores for students like What-If scores. This would be very helpful as we get close to the end of the quarter to see if a student has the ability to reach a particular grade or not.

Problem statement:

Locked grades solves a problem, but adds another problem in not allowing simple grades recalculation by instructors for students that have satisfied an incomplete.

Proposed solution:

Add What-If calculations already available to students to the Individual Gradebook view for Instructors uses. Locked grades would be less troublesome for incompletes recalculation for new grades and not require a CSV download or any other process.

Instructor would like "What-if" option on grades to see if a student will be able to pass the class.

Proposed solution:

Add ability to "what-if" the remainder of the grades in the term to see if a student could pass or should recommend they drop the course
