[Notifications] New Admin roles should be displayed in notification

Problem statement:

The daily report includes "New Account User" when someone is granted an admin role. Where more than one role is granted, the same text is displayed (to the character) repeatedly, which is not helpful.

Proposed solution:

Consolidate the notification to include the role(s) that have been granted for each unique user. This will allow easy understanding of the elevated privilege granted to each user in the notification report.

Here's a screen capture of my most recent notification, where [this user] was granted more than one role. 

I am unable to tell which role(s) were granted, and the second non-unique notification is unhelpful.
