[Rich Content Editor] Course Navigation Links Tool Enhancement

Problem statement:

Third party LTI tool links or embed options are usually only available on the course navigation for enabled tools. There are products we would like to easily link from the link insertion tool within the RCE to link to specific enabled LTIs. For example, we recently adopted Simple Syllabus and with that have removed or hidden access to the built-in "Syllabus" link in various locations, but we would like to provide faculty easy linking to the "Simple Syllabus" LTI tool for that course so they can insert that into page content. Currently the navigation links are only the native Canvas links to Modules, Grades, Pages, Assignments, Quizzes, etc...

Proposed solution:

Faculty and Designers rely on the RCE tools to link to Canvas navigational links, files, pages, and other aspects in Canvas. However, linking to enabled LTIs in the course is not available for faculty to easily select a link. It is true that one can copy the link for the tool and then update the link text, but the RCE makes linking to course links very easy and it would be beneficial to extend that to enabled tools in a course. Commonly used tools linked within course content would then also easily import into other copies of a course.
