[Rubrics] Comments Library - access in Rubric comments

I like the the new  Comments Library feature.  I would like to see it expanded so that the library would also be accessible in the Comments within a rubric.  I use rubrics for grading just about everything and I make comments within the specific rubric criteria rather than using the general Comments, since it makes it more relevant.

Problem statement:

For my rubrics, I provide fixed criteria descriptions for each point level. However, for each student, I add additional comments in the rubric based on the actual student's work. Often times these additional comments are the same for different students. The fixed rubric criteria is good for the students to know what each level of points are for generally, but if points awarded vary from the fixed points in the rubric, it would be good to be able to explain why there is a variance specific to the student's submission, and being able to save those additional comments for each criteria assists the teacher time in grading.

Proposed solution:

Combining fixed rubric criteria with the ability to add saved, specific comments for each student's submission would improve grading efficiency and communication.
