[Studio] Hide inline comments on Studio videos submitted for assessment

Problem statement:

When Studio videos are submitted for assessment, markers cannot leave comments on the video timeline as these comments are immediately visible to students. Comments should not be visible until marks and Speedgrader feedback are released to students.

Proposed solution:

Please treat Studio videos submitted for assessment differently, so that comments left by markers are not visible until marks are posted in the Gradebook.
