[User Settings] Option to record accommodation requirements at user level

Problem statement:

We record accommodations for students on our student records system. Before each assignment instructors have to check whether any updates have been made to extra time requirements for their students, and then apply these settings in Canvas. This workflow takes time and leads to errors, especially when student details are updated just before the assignment.

Proposed solution:

There is a great deal of variation in the way extra time and requirements are defined so we do understand that this is difficult to standardise and that there will be cases where only applying changes at assignment level would be preferable, so don't suggest that user level accommodations replace assignment level options. However it would help if we could automatically feed some accommodation details to the Canvas user records. Ideally this would automatically extend assignment times but that may be impractical to implement, so a flag and text field with information for instructors (and maybe students too) would be a good starting point.
