Does Act As only appear for Admin at the root account?

I do believe you have to assign the "act as" permission at the root account, because technically users all belong to the root account and not subaccounts.  You can create a custom role with just the act-as permission and assign admins to that at the root level if you'd like.  There is also a feature option to allow admins to act as a user with additional access beyond the admin's (say, a course in another subaccount).

I appreciate the quick response.  Account Admin is an account role at the root level.  It has "Act As" permission, but when I make an individual an Account Admin in a subaccount, even though it is still checked, they do not have access to act as anyone else.  Is there a piece I am missing?

Hi Kim,

Yes, only people with an admin role with the act-as permission at the root account level would be able to actually act as other users.  If you only add the people as admins in a subaccount, the act-as feature will not be available to them.
