how do I hide announcements to open and release later?

That depends on whether you are asking about account-level or Course-level announcements.

• How do I delay posting an announcement until a specific date in a course? 
• Global announcements can only be posted by a Canvas Admin, and date-ranges can be specified for availability.  https://community.canvaslms.com/docs/DOC-12598-421443004

I need to turn off the whole section... aan instructor has not finished building a course but the home page and syllabus needs to be available to students
