Audio files appearing as LINK.PLACEHOLDER

I uploaded a Canvas Export Package of a course that contains a large number of small audio files for students to listen to. I imported it into an empty Canvas site. 

Most of the audio files work, but there are several that show LINK.PLACEHOLDER_(a string of characters) instead of the audio file to play. For example:

All the audio files were recorded directly into Canvas using the same method (recorded directly onto a page, quiz, or assignment using Canvas' webcam recorder), so I'm not sure why some are working and some are not. I tried resetting the Canvas site and importing the Canvas Export Package again, but the issue remains.

Is there any way I can fix this? Is it a problem with the export package itself?
