Can the instructor see my comment feedback in the assignment?

So, our instructor told us to submit an assignment and a link to the comment feedback. What I did is I submitted the link on the comment feedback first. After that, I submitted the output on the submission bin. However, the comment feedback wasn't appearing in my Canvas app on the IOS version while on the browser version, I can still see the comment feedback. Can my instructor still see the link I submitted to the comment feedback? Will it still be visible even though I submitted the comment first before the submitting the assignment?
