As an New Admin (about a month into learning) I was asked by a teacher to add a student to a course.
The following are the steps I took and still cannot find a "add people" button
Am I taking the wrong steps?

I figured it out!
The specific course I was looking for was in "default" mode.
I'm assuming because it was categorized differently is why I could not find it in a regular search.
What I came across was, by looking up the teacher, then searching all of their courses, is when I came across the one I needed.
And to the right of the course was the option to add people.

To add a student to a course, go to the course People page. The +People button is at the top right of the roster.
This may be disabled for instructors depending on settings/permissions. You don't need (or want) to act as the teacher to do it. At our school, we use our SIS to create enrollments and don't allow faculty to manage student enrollments on their own, so faculty don't see that button.
As a new admin, be sure to become familiar with the Canvas Admin Guide. In particular, this lesson may be useful, How do I create and add users to an account?
Then, from the Canvas Instructor Guide, the lesson may help. How do I add users to a course?
There are a couple of notes at the bottom of the blue section at the top of that last link.
If you're using SIS to add students, you may not want to add students manually at the request of the instructor.
@NaomiBarnett the +People button is also known to 'disappear' when the course participation end date is prior to the current date and time. To add someone to a course with such a situation the participation end date needs to be removed or extended past the current date.
