The sync button is not available to me under "Actions" as the step by step guide suggests.

The reason that the sync button is going to be missing under actions is going to depend on how your school's integration is managed. If it's a custom LTI that your school uses then you will want to reach out to your school or district's help desk. If the integration is managed by Canvas then you might want to open a ticket with their support to have them take a look.
I would advise reaching out to whoever is in charge of the grades for your institution to find out more.

I think it would help for you to provide some more detail to your question. Where are you using a "Sync" button? Is this in the Gradebook? Can you share a link to the Guide that you are looking at?
