Some institutions do not allow teachers to remove students from course sites, relying instead on data feeds from the Registrar's Office (or other enrollment system) to update enrollments on a set cadence. It may also depend on your course type - at some institutions, courses and enrollments that originate in the Registrar's Office cannot be manually updated by the teacher but enrollments in custom course sites can.
