I prefer to organize everything in Modules: Discussions, Assignments, Pages, and Quizzes. For my students to see these items, I need to publish both the individual items and the Modules that contain them.
In the Course Navigation Bar, the students can click on Modules. I don't enable Discussions, Assignments, Pages, or Quizzes in the students' Course Navigation Bar because I want the students to proceed through the Modules item by item.
So, publish the individual Discussion and the Module which contains it. Also, set the Discussion availability and due dates.
