For the part where it gets blocked as a PopUp, a few possible things could be the cause. If you have a pop-up blocker running, then you may need to update it. This can often be done when the pop-up gets blocked with a setting to allow it (my blocker has "allow once" and another option to always allow. Your institution could have something running in their security. If you do not have a blocker running, talk with your tech department. They might be able to Whitelist it by monitoring your network traffic as you attempt to open it.
The popup issue is the most likely spot where you can improve the process so that when clicked, it opens a new page and is ready to use.
