Group Project with Peer Reviews and Staggered Due Dates

Good afternoon,
I am working with a faculty member on trying to create an assignment that she said was easily doable in Bbl when we had that as our LMS last year.
This group project involves groups of 3 students (she has 32 students total) producing a total of 18 unique infographics based on different topics. We made one group set, but we'd knowingly need to make another. Then, these infographics are peer reviewed by one other group of 3 .
Now one of the challenges is each infographic has a different deadline, and the peer review has its own deadline. It’s not a requirement that another group has turned in their infographic for them to be responsible for peer reviewing another.
We toyed around with the idea of creating this as either a group discussion or a group assignment with the peer review enabled. The issue that we're seeing is that she isn't able to assign peer reviews to students outside of their group.
Has anyone created an assignment or helped develop something similar, and if so, were you able to come up with some workarounds?
